Introduction to Management Strategy Evaluation

Abstract.—Many natural resource agencies, including the National Marine Fisheries Service, are investing in Management Strategy Evaluation (MSE). Despite this investment, and the concept of MSE being in existence since the late 1980s, confusion remains about what MSE entails, which can create a lack of trust and participation. The presentation focuses on the basics of: eliciting objectives and corresponding quantitative metrics from stakeholders, conveying the basics of closed-loop simulations using analogies, reviewing graphic types and their strengths and weaknesses, and concepts such as tradeoffs and “satisficing” in selecting a management action. While not a “how-to” guide, the presentation aims to provide those generally unfamiliar with MSE a level of understanding that hopefully encourages their own participation and investment in MSE.
